Can a delegate email someone else's calendar?

I've tried adding a delegate through Tools, Options, Delegate, Add and also
added "ownership" rights of my calendar to the delegates mailbox through
properties, but the delegate does not have the ability to email my calendar.
Is this by design, or am I missing something?

Outlook 2007. I'm using the "Send a Calendar via email" command located in
the nav pane of the calendar view.

Version of Outlook? How are you trying to email it?
