For anyone who is interested...
There seems to be a bug in cachemov.exe. The cache is successfully moved,
but the settings in the registry for backup and restore are not changed.
This occurred on a Windows XP SP1 machine.
The registry entry that is not changed is
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\BackupRestore\FilesNotToBack
up\Client Side Cache

Are you sure ControlSet001 was the current configuration when you checked
this? Or did you just search the registry for the old cache location? I
just ran CacheMov.exe on a test machine and it worked as expected.

When you are looking at your config, you should only look at
"CurrentControlSet", which is a mirror of the active control set. It's
normal for the other keys to be different. If your current config was
ControlSet002 and ControlSet001 shows the old location for CSC, that's
normal. The "last known good" needs a key with the old configuration until
the next successful reboot/login. You can find the active or "current
control set" in this registry value:
HKLM\System\Select\Current
