Cached Exchange Mode not selected but OST file is still created.

I'm trying to figure out why an OST file is being created even though
Exchange Cached mode is not selected. Any ideas on how to troubleshoot this
issue?

I'm using Outlook 2003 with the latest updates.

Is the machine configured for offline folders, which are still available as an option if Cached Exchange mode is not used?
