Cache (temp int files) management in IE - mechanics?

I would like to know how IE manages cache and how possible it is to
control it.
A corollary to this is: What is the optimal cache size? I understand
this is likely relative to one's connection speed, hard drive
capacity, etc...
In the "new world" of Win XP, broadband and huge hard drives, what
impact if any does browser cache size have on performance?
I am trying to determine how IE decides which files to ditch and which
to keep. Is it strictly a matter of download age? Is file type a
consideration. Is there a way I can program my files to help them be
preserved in the cache?
If anyone can refer me to a technical article I'd appreciate it.
I am supporting a Web application that uses many .htx and .js files. I
would like these to endure in the cache but do not wish to "overload"
the browser by setting the "amount of disk space to use" too high.

Go to Tools >> Internet Options >> Settings and move the slider to 50MB.
Those are the only controls of the cache on that page. Connection speed
has nothing to do with it. IE defaults to about 10% the size of todays
hard drives which is to much.
