Bypass Windows XP Home SID control to gain access to my files on my Old Hard Drive!

I recently bought a New Computer after my old one died... the hard
drive is good but the OS crashed. I can access all of my files on this
drive except for those listed in %\Documents and Settings\Owner. It
tells me access denied. Unfortunately, this is where all of my personal
files are stored. I have researched and found that the only way to
recover these files is to have a specialist recover them for me... here
is the deal.... VERY EXPENSIVE. I do have a back up of my files that is
about three weeks before the big Crash, so, not all is lost. I do
however, have some files that I would like to have! If anyone has any
Idea on how to recover the files from the directory I would be very
happy!!! I also thought about getting a copy of XP since all I have is
a full system restore and installing it to the Hard Drive with out
formatting the sucker!
