"Business Contact Manager" is where?

I'm looking for the "Business Contact Manager" that's
supposed to be in Outlook, and can't find it anywhere. Is
this an 'addin' or something?? It's supposed to be
under "business Tools" in the menu from what I can see.
Any help is Appreciated. Thanks.
