Just redid my hard drive and I don't want to put back in the clunky old
Nero, so what's the best program for burning an iso onto a drive
partition?

You can use winRAR to unfold the ISO into a folder. Then install the program
from that folder. Other than that you will have to find a program that will
`undo` ISOs.
