Building Blocks File Locations

Why are there two locations? The default and the one that is being changed
when asked to save upon Word exit is:

CL\Documents and Settings\%username%\Application Data\Microsoft\Document
Building Blocks\1033

and C:\Program Files\Microsoft Office\Office12\Document Parts\1033

Certainly the one above is there for a reason??

The one in your profile (Documents and Settings\%username%) is the one
actually in use. The other one is the default file installed with the
program, and it shouldn't change. If the one in your profile is deleted or
moved to another folder, then the next time you try to use a building block
Word will copy the one from Program Files into your profile to replace it.
