I'm not sure if this is a known issue or not, but I've
spotted that when using the default UK Regional time
setting as above, if I were to enter 16:00, as a
scheduled scan time. When I click "update schedule" the
scheduled scan time is updated as 4:00am. I have been
able to get around this by changing my time format via
intl.cpl to standard AM/PM

This is a known issue with builds above 612, I believe. You can work around
it the way you have. Once the schedule is set, you can change the time
format back to 24 hour, and the schedule should be maintained, but will
still appear wrong in the UI.
