bug in recycle bin

I have this big problem in my recycle bin. Whenever i start my PC, the bin
shows the full icon and when i open it, its empty. However when i right click
it and then click on empty recycle bin, its says " do you want to delete
"WINDOWS"?" what the hell does that mean? does it say its got to delete the
windows folder that contains all the windows information? if i create a new
folder and add it to the bin, then delete it. the bin icon is changed to
empty. however its still lets me delete the WINDOWS folder by Right clicking
on the bin and selecting empty.
what do i do??????????????

You cannot delete Windows via the Recycle Bin.
Simply empty the Recycle Bin and reboot your computer.

Makes you stop and think when you see that message, doesn't it? ;-)

You probably have a damaged/corrupted file in the Recycle Bin.

Run Error Checking | Reboot | Try to empty the Recycle Bin again.
