I have Office 2003. Which of these programs is best to use to keep track of
budgets and paying off debts?

None of them are specifically written to do so - Access and Excel could be
used, sort of in the sense that a well stocked toolbox could be used to build
a cabin. You would need to learn to use the programs to create an application
that does what you want.

I'd really suggest spending a few (tax-deductible!) dollars to purchase one of
the many financial management programs - Microsoft Money, Peachtree, or the
like (I really can't recommend the heavily advertised Intuit Quicken though,
it's got major problems). You could spend many months of work developing an
application trying to match the features you can buy off the shelf.
