1. Retrieve any data that wasn't backed up. Do this by booting into a rescue
system like Knoppix or a Bart's PE and copying files to an external hard
drive. This will also help tell you if the issue is hardware or software.
If the system runs perfectly under Knoppix (Linus) for instance, you know
Windows is corrupt.

2. Do hardware testing in any case to make sure the hardware is sound. Since
this is a laptop, I'd test at least the hard drive and the RAM.

3. Assuming the hardware is sound, do a clean install of Windows. If you
have a restore-to-factory-condition setup, use whatever method the laptop
mftr. provided. Otherwise:

you will need on-hand

The last machine in my shop that had that error was so filled up with
trojans, viruses, and other malware from risky computing behavior that the
operating system was hopelessly corrupted, so this may not be hardware at
all.

Create a bootable floppy or CD with the hard disk diagnostics available
from your hard disk manufacturer's web site. But if chkdsk (with the /r
option for surface scan checking) is failing then you have a bad disk.
No software can overcome a bad hard disk. Well, there's SpinRite from
grc.com that can try to resurrect a hard disk due to unreadable sectors
but it ain't free at $90, the price of which would buy another hard disk
but you'd lose everything on the original hard disk unless you have
backups. If you don't backup, you deem your data as worthless or
reproducible.
