broken urls on desktop

IE6 and FireFox will not open any of my desktop URL's.
This is the error message.
"This file does not have a program associated with it for
performing this action. Create an association in the
Folder Options control panel."
How do you do that? These are not files but URL's.
I can create a brand new shortcut and it will still pop
up that error and quit.

When you double-click an Internet Shortcut (*.URL files) or clicking a
favorite link from Start Menu, instead of opening the webpage in the
browser, any of the following symptoms occur:

1. Nothing happens
2. Print dialog is launched
3. Launches any other program
