Broadcast scheduling option for Calandar

An option I would like to see is a broadcast scheduling option for company
events that are happening in the future.
For example, my company routinely invites customers to look at our facility
and equipment that we sell. During these times we need to insure all
employees are in business dress (ties, etc...). The only way to notify people
of this is through a generic e-mail to those people affected. Unfortunately,
some people erase or don't record any notifications and forget when the day
comes.
I would like to see the ability for a administrative secretary to send out
these notifications and have it automatically entered in our calandar with
the ability to set the "reminder" advance time (e.g. 12 hours). This way no
one can mistakenly remove important dates as mentioned above.
