Boot to blank blue screen, mouse

I was running low on disk space, so I resized a partition
using Partition Commander. Lost XP, "undid" the partition
work but, apparently, master boot record or something
remains screwed up. Booting "normally" I get blank blue
screen with working mouse cursor. Booting in Safe Mode, xp
logo comes up, accepts ID & PW, but shuts down ("saving
your settings" &c.) & login screen reappears.
How do I find what needs fixing? Repair console "fix mbr"
hasn't worked. (I can still boot to NT 4 sp6).

I'm afraid you're looking at a repair install of Windows, at least. If your
master boot record is corrupted, you're looking at a clean install.
