Body of email is gone

When the user clicks the "send to mail recipient as attachment" the email
pops up with the attachment ready to go. The user then types a message in the
body of the email, types in the recipients, then sends.

All the recipients get is the attachment and in the body appears "<<...>>"

Even when you look at the sent items the body does not appear.

It does work when attaching a doc from a new mail message.

Searched high and low.....PLease Help

I suspect that that the recipient is not using Outlook and that the sender
is using RIch Text as the default format for messages. Only another Outlook
user will see attachments properly when the message is composed in Rich
Text.
