Blut tint and blue border on monitor

Today about an hour or so ago, My monitors screen tinted blue, and a solid
blue border surrounds the rest of the screen, I will take a screen shot to
show you what i mean if that would help, but i would really love some help
with this.

My computer is Insignia, and so is the monitor.

This has nothing to do with Windows. One of three things is wrong:

1. The monitor is failling
2. The video card is failing.
3. The cable connecting the two is loose or failing.

The first thing to try is making sure the cable is securely attached.
