Bluish tint on POST splash screen

I installed an ATI Radeon Ve7000 in my Optiplex GX110 and got a bluish tint
with smeared shadowing on the right edge of any graphics. I've downloaded
every driver version and even switched PCI slots to no avail. I settled on
the latest version, downloaded ATI's Catalyst and was able to correct the
color in XP, with the exception of the cursor which is still light blue. On
boot up, my Dell splash screen whites are bluish with a smeared blue shadow
on the right edge. Occassionally before the XP welcome screen comes on, I get
a corrupted "lego" effect. Please advise. Thanks.

The implication here is that your OLD vidcard did not
do this and that you are using the same monitor, correct?

What kind of monitor, what refresh rate?

The old video card is intergrated and right now operating correctly. The
monitor is a 1226H which I share with another computer, no problem. The
refresh rate is 85 Hertz.

Is this the same refresh rate you're using
with the new vid card?

Sounds like you determined that software adjustment can't compensate for
all the defects that the card has.

How are you sharing this monitor with the other system? Do you discoonect
the monitor's video cable and move it to the other or are you using a
video/KVM switch??

I disconnect the monitor and use the cable for the other computer. I'm in
the process of building a couple of computers for my grandkids so I use my
main computer monitor. I might add I have tried a GeForce 4 MX4000 card
which gave me a differrent set of problems as XP will not recognize any
driver I download from NVidia's site.

Not sure that I'm at that point yet. I'm hoping there is an adjustment in XP
that may help since the cursor remains a bluish tint.
