Blue screen error appears on boot up , only when plugged into rout

driver problem and irq not less then etc..

It will be much easier to help if you post copies of the Reports in Event
Viewer.

You can access Event Viewer by selecting Start, Administrative Tools, Event
Viewer. When researching the meaning of the error, information regarding
Event ID, Source and Description are important.

A tip for posting copies of Error Reports! Run Event Viewer and double click
on the error you want to copy. In the window, which appears is a button
resembling two pages. Double click the button and close Event Viewer. Now
start your message(email) and do a paste into the body of the message. This
will paste the info from the Event Viewer Error Report
complete with links into the message. Make sure this is the first paste
after exiting from Event Viewer.

I noticed the reference to SAVRTPEL, are you using norton anti-virus?
does the event log contain errors for SAVScan or SAVRT, also?
If looks like you're having a problem i was having, your Norton Autoprotect
feature
isn't loading at startup, and the NAV manager, that sits in your system tray
isn't
able to kick start all of the auto-protect components.

If needed, i can walk you through editing the registry to correct settings
that are
keeping the auto-protect services from starting.

Most of the other errors are related to services that the IIS Admin service
relies on.
Find out what its depencies are and check each one's settings.

I have been researching your problem using Google.

Do you have Windows XP Professional? Was this originally installed on the
machine or have you upgraded?

When you get the problem does it cause the machine to reboot?

The problem may start with IIS Admin ( Internet Information Services )
failing to start. I am wondering whether the Windows Firewall is blocking
access to the IIS Service. My speculation was prompted by this Article:

Do you have Norton Anti-Virus installed or was it installed on the machine?
Is it a non-English language version? If yes what language?

Would you please search your registry for this guid "1BE1F766-5536-11D1-B
726-00C04FB926AF" without the quotes. Start, Run, type "regedit" without the
quotes and hit ENTER. Place the cursor on My Computer and search using
Edit, Find. You will probably find a number of entries. I would like to know
the name of the application or server this guid reference represents. It may
be IIS Admin ( Internet Information Services ) or something else.
