Blue 'is this the first time? screen

My Win2k system displayed the blue screen with the message' if this is the
first time you ........... reboot

So I rebooted with the same message, several times
So I rebooted to the safe mode and got the windows Logon Screen but it will
not recognize my password. I have been through this at least 10 times, the
last time I tried booting up normally and it did boot and take my password
successfully.


How can I get into the safe mode if it will not recognize my password?
