Blocking messages sent/received

We give classes in basic Outlook functions. Students sometimes use our
accounts to send messages to the "outside" of the classroom. This gets us on
a few junk mail lists and then we are bombarded. We would like to limit send
and receive access for these specific student accounts so that they can
exchange e-mails only between themselves and the instructor. I have asked
the technician here if this can be done in Exchange. He thinks it is
possible but hasn't had the time to look for it. Can anyone give us some
ideas of where to look?

There are various methods but they all don't involve Outlook. It's better to
ask this in an Exchange newsgroup.
The most common and effective method is to send permissions on the SMTP
Connector.

Personally I would go for a no-tolerance policy on those users as well since
it is a behavioral problem and not a technical problem.
