Blocking me from security center and other things

I am very computer illiterate when it comes to actually working with the
system, so any response please put in simple terms. Here's my problem....
Any attempt i make to go into my security center or control panel is being
denied. I am getting a message stating "THis operation has been cancelled
due to restrictions in effect on this computer. Contact system
administrator." I placed no such restrictions on my computer and noone in my
household knows where to start to do such a thing. Also, i constantly
receive a pop up on my system stating that someone is trying to hack in to my
computer and give me the option of clicking yes or no to scan. When i
clicked yes it took me to some bogus site. Please help me gain control over
my home computer. I am working with Windows XP .

It depends on how illiterate you are. There is an app called HijackThis that
can be used to make a log file of all the things on your system that might
cause trouble like that. This is a site that lists other sites for posting
those logs, where people volunteer to help with removing malware.
