Blocked from My Own Explorer Options

I'm experiencing a problem with my Internet Explorer on my home business computer, specifically with accessing Internet Options. Whenever I go to click on it under the Tools menu, I get the following message

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

(I don't have a system administrator.)

I have been having some serious problems with viruses, parasites, pop-ups, hijackers, etc. and have been battling to eradicate them. Is it possible that one of these programs has blocked my access to "Internet Options?" Or, may I have accidentally screwed something up when trying to delete all of this stuff from my computer

I should note that I can make some changes to my options by right-clicking on the Internet Explorer icon on my desktop, but not my home page, which has set itself to something simply called "about:blank" which is, as you guessed it, a porn search site

read what I wrote to 'double clicking media player doesn't start the program'. You may have a similar issue
