blocked .exe files

In using Microsoft Knowledge Base Article-291387 (OLEXP:
Using virus Protection Features in Outlook Express 6)
page 2 - Using the Internet Explorer Unsafe File List to
Filkter E-mail Attachments, I have blocked the opening of
all .exe files. Each time I try to open any program or
system, other than Internet Explorer, I get a window that
says Windows cannot open this file. It gives me an
option of choosing a file to open or using the web to
select a program. This problem resulted from this action:
1. Select control panel
2. click classic view or view all control panel options
(I clicked to view all control panel options)
3. double-click folder options
4. click files type tab
5. click advanced
6. click new
7. I typed .exe in the box
8. I think I then clicked ok.

I am not sure I completed the last step. The .exe that I
added does not show up in the folder list so that I can
change it in anyway.
The result of my action is as stated above. How do I
correct this problem?
