how do I block users from browsing the internet without blocking a business
program the needs internet access for transmitting shipping info to ups via
the web

that is port 80 if I block port 80 then the business program can not access
the internet to send shipping info

You don't block port 80. You configure the gateway firewall according to
its instructions to block everything but a particular web site.

I dont want to block all users. their are a couple users in the wharehouse
aera which is difficult to manage at all times (small company) that are doing
recretional browsing while they should be working and geting spyware on the
computers. as you know their is no software out that will protest you from
all spyware

A hardware firewall installed on the gateway gives you the option to block
by computer/IP address.

You should be looking at firewalls.

You should be looking at firewalls.

And maybe basing access based on application filtering as well. Perhaps even
looking into group policy and the authentication per group level also being
used for access at the gateway.
