unless your mail server allows it, not really. you can set up the send and
receive options (ctrl+alt+s) to only download messages under a certain size.
The ability to only download messages under a certain size
is the option I require.
However, (ctrl+alt+s) does nothing when I try to use it in my Outlook.
Is there a "long" way to get there and what does the size setting
option look like?

Tools>Send/Receive>Send/Receive Settings>Define Send/Receive Groups. Select
your Send/Receive group (probably "All Accounts"") and click Edit. Over on
the right side is a checkbox labeled "Download only headers for items larger
than" and a number box that allows you to specific the size.
I found the (ctrl+alt+s) was being used for something else.
Now you've put me in the right direction, I've done what I wanted.
