This happens when the form's recordsource has no records to display (table
is empty or query returns no records) and the form or query is set up such
that no records can be added: the form's AllowAdditions property is set to
No or the recordsource query is not updatable.
Most often, the problem is that the recordsource query is not updatable.
You can test that by opening the query directly as a datasheet, and seeing
if you can edit or add records. If that is the problem, see the help topic,
"When can I update data from a query?"
