Blank blue screen after logging into xp home edition (please help)

I am getting a blank blue screen after logging into xp home edition. This
occurred after my computer froze when I was changing permissions via "safe
mode". Now I cannot use windows (normal or safe mode). I boot up fine, get
the login prompt, enter in my id/passw, login prompt accepts, and then it
just goes to a blank blue screen with nothing on it. I press alt+ctrl+del
and get the task manager that displays my id as logged in!!! I can also view
the running processes!!! I am very stumped by this problem. Please help me.

Have you tried using system restore from safe mode?

or

press when in Task Manager kill the existing explorer.exe and do a File> New
Task (Run)... a new instance of explorer.exe

I tried the new task: explorer.exe, and I got a message that reads that
"windows cannot access the file/path, you may not have permissions to access
this". I did manage to run "cmd" and it started ok. This is definitely a
permissions issue. Please help if you can.
