Best Location for Templates, CSS files?

I'm helping an organization build an inTRAnet using FrontPage 2003.

The local copies of Web pages will all be stored on a shared network
drive (so everyone will "author" their content in the same place before
uploading it to the server.) Individual authors will only have
permission to modify their own content.

Two questions about this:

1. Should I have authors link their documents to (DWT) templates on the
LOCAL drive or the SERVER?
[I'm thinking that if they link to the server version, FrontPage
won't automatically update the linked documents when the template is
changed... is that right?]

2. Should I have authors link their documents to the main CSS document
on the LOCAL drive or the SERVER?

1] Local - where the pages are edited.

2] Neither. The link to the CSS file should be in a non-editable region
in the DWTs (assuming all web pages have a DWT attached). If the web
structure of the local web is the same as the structure for the remote
(as it should be), then a relative link in the local DWT pointing to the
local CSS file will also point to the Server CSS file when the local web
is published.
