Best image manipulation freeware?

Hi gang --
What are your best recommendations for an easy-to-use freeware
version of Photoshop? I've heard The Gimp, but the download site says
you also need to download GTK+2 for Windows. The whole thing seems
pretty complicated. Is there anything better out there?

If downloading GIMP and GTK+2 is "pretty complicated, then MS Paint is
the app for you!

It is not. Just download GTK+2 from the download site (http://gimp-
win.sourceforge.net/stable.html) and install it. Then download the
Gimp (2.2.8 is the current stable version) and install it.

Shouldn't be a problem!

Personally, I'm a GIMP man. But one of the big missing things in
GIMP is the limitation to 8-bit images. I recently bought myself a
decent camera that does 12-bit images, and I don't feel comfortable
throwing away quality by editing them in GIMP.

Can you tell me if PhotoFiltre supports 12- or even 16-bit images?
The homepage doesn't seem to give too much info about it. It would
convince me to at least give PhotoFiltre a shot...

There is no the best program of any kind.

There are only programs that best suit your need,
or you just think they suit. But everybody has his own needs,
so there are near as many best programs as people talking about them.

For that reason questions like "what is best program"
are not allowed in many forums.
Such poster is considered to violate forum rules,
that are preventing flame wars....

So you can ask a question like that:

"If I am going to do mainly these things,
what program would you recommend me ?"

Maybe the answer is to check out cinepaint

http://cinepaint.movieeditor.com/

Formerly FilmGIMP. Forked from GIMP, it is intended for motion picture
work (hence the name) but supports greater colour depth than the GIMP (or
Photoshop).

Windows version is not currently available but is scheduled for December,
so not too long to wait. If you are familiar with GIMP then the program
should be easy to use.
