BCC Email Problems

I'm currently running a POP3 account through Outlook 2000. Everytime I blind
copy an email to someone they do not receive it. The email is however
received by those that I have direct sent 'TO:' and 'CC:'.

Does anyone know why this might be happening? Is there a setting in Outlook
2000 which is preventing the sending of BCC emails.

Any email to feedback as to why it isn't delivered? Usually, non-delivered
messages generate an NDR.
