Batch-modifying Contacts Phone Numbers

Hello group!

I'd like to add a 3 to the beginning of phone numbers of contacts in a
certain area code. Is there anyway Outlook will allow me to select all
contacts in a single area code and automatically add a "3" to the start of
the number? Or is there an addin that will get the job done?
