Requirements to build:
The files from your Windows Installation CD-Rom.
Supported Windows versions are:

Windows XP Home Edition (Service Pack 1)
Windows XP Professional (Service Pack 1)
Windows Server 2003, Web Edition
Windows Server 2003, Standard Edition
Windows Server 2003, Enterprise Edition
A few files from an already installed Windows workstation.
PE Builder runs on Windows 2000/XP/2003 systems.
You must be able to record an ISO image to a CD-Rom or DVD media.

Same here, looks like it working smootly in Win98SE.

Bart's PE builder allows you to create a bootable cd which runs the
Windows XP kernel direct from a CD without installing it.

Its similar to Microsoft's Windows PE. (a cut down version of XP,
ideal for recovery purposes but only available to corporates etc)

It requires XP (or server 2003) to create it.

When you boot from the Windows PE cd you've created, you're running XP.
The OS (if any) installed on the hard disk should be immaterial.
