bad power supply question??

I was wondering, I have this case with the orginal 300watt power supply in
it. I got the case when I bought a computer at computer show in syracuse. I
already had to replace the heat sink on the processor because it was to
small. The power supply is about 3 years old and recently I have been having
problems with the dam thing picking up the 2 hard drives, the cdrom and zip
drive. I unplugged the second harddrive and everything booted fine. Thinking
the power supply is not providing enough power any more. I recently
purchased a athlon 1.3 ghz cpu to replace the aging 750 mhz duron. Yes, I
know the "newer" processor is old to everybody else out there with money. I
bought the dam thing of ebay. It was used. I installed it a couple times now
but to no avail. It won't boot up not even to the cmos screen and there are
no beeps or nothing. The hardrive runs and if there is a cd in the cdrom at
the time the light for that drive comes on for a while then goes off, just
like the light for harddrive activity. I updated the bios and manually set
the bus speed, the board has Jumperfree mode. Tried it both ways. The board
is a A7M266, with 256 meg of crucial ddr 2100 . Everything i have runs fine
with the 750 duron. So my question is do you think the processor is junk or
is the power supply not providing enough power for the hungrier athlon. Also
when i go to reinstall the duron the heatsink is hot like the cpu has been
running. The heatsink is adequate enough because if was for a 1.4 ghz
athlon. Is there some other configuration i can try. I might try and unplug
everything but the board and see if it works that way. If somebody needs a
question answered about my situation just ask and i will reply as fast as

I'm not really sure I have the right datasheets, but a Model3
Duron 750 (23802.pdf , PDF page 39) takes 1.6V @ 20.9A, which
multiplied out is 33.4W. A Model 4 Athlon 1300 (23792.pdf PDF pg 41)
takes 1.75V @ 39A, for a thermal design load of 68.3W. So, there
is a significant difference.

The things you've suggested are probably good things to try.
Disconnect drive data and power cables. Try setting the processor
for a low CPU clock setting in jumper mode, as that helps reduce
power consumption, and if the processor is marginal, may get it to
POST.

This page says any BIOS should work with the 1300, so there
shouldn't be a need to upgrade the flash chip.

Since you've given evidence that the power supply may be weak,
it is pretty hard to say whether the new CPU or the power supply
are at fault. With Athlons, it is real easy to burn them up
if your install isn't perfect (cracking chips off the die, or
not getting the heatsink to make good contact with the CPU).
Examine the die on the CPU for signs of physical damage.

Rather than just look at the wattage ratings check that the current output
for the 3.3V is enough for your processor. PSUs don't divide the power as
needed - they have output limits for the current at each voltage.

What Bios are u using?
Does it support the newer processor?
What graphics card are you using?

If you cannot get a boot with fsb set to 100 MHz, I would suspect the
cpu is bad. At the lower FSB, the cpu will draw much less current.
I've run a Tbird 1400 with a 300W supply for a couple of years w/o
problems, but the quality of each PS varies significantly, one 300W PS
is not the same as the next. However, I have a cheapo 300W Powmax
supply, bought it for $28 from Computergeeks.
