I am trying to back up some files. Windows web site says Start, All
Programs, Accessories, System Tools, and then Backup. Well, I get to system
tools and there is no Backup listed.

I am running XP, SP2

It isn't automatically installed with XP Home Edition. You have to install
it from the install CD. Insert the install CD and navigate to
\Valueadd\MSFT\NTBACKUP\ and double-click on NTBACKUP.MSI

Ok I did a search on 3 discs, one labeled Office xp (service Pack1) and then
2 discs labeled Microsoft Office XP Small Business. I could not find that
file. Do I acutally have to go into the setup process to find that file
\valueadd\msft\backup?

It's not on the Office CD. It's on the Windows XP install CD.
