Backing up and creating recovery disk

I have a Windows XP and use the Windows backup wizard to back up to an
external hard drive. I select the option to "back up all information on this
computer," that includes "... also creates a system recovery disk that can be
used to restore windows in the case of a major failure." When try to use that
option, I immediately receive a message saying, "The files for recovery
diskette could not be created. The operation was aborted." What's happening
and what can I do to be able to get this option to work?
