i'm trying to put a background on my desktop i go to the picture right click
and click set as background but i dont see my background on my desktop

Have a look at the following article:

Also...try this, maybe it will restore the option:

go to...Start / Run and type:

"REGSVR32 SHIMGVW.DLL"
(without the quotes)(Yes, there's
a space between 2 and S)

Click...OK.

A dialog box should report the following:

"DllRegisterServer in SHIMGVW.DLL succeeded"

yes it happens to all the pictures

and when i right click to display Properties on the desktop tab it does not
let me click on any picture that was there already it only lets me change the
color

I'm thinking you have a corrupted user
account but could be wrong. It might
be worth a try to create a new account
with Administrative Priveledges just to
see if the behavior continues.
