Background question

OK, another newbie background question. I have a JPG file I would like to
use for background on a site. It loads OK, but is simply too "busy." Is
there a way to edit the file so that it is TRULY a background --something
very subtle that does not interfere with the foreground text?

You would need to put in a image program like PSP to tone it down and leave
as JPEG.
