Avoid recreation of the Recycler bin?

Hello.

I can disabled / delete the Recycler bin on USB-Harddisk,
But windows XP sp2 always creates a Recycler if i un-plug / plug the
USB-Harddisk.

Is there a way to tell windows not to recreate the Recycler on USB-Harddisk?

This doesn't make sense, usually.
But windows XP sp2

Why don't you install SP3.
