Automating moving machine account into correct OU

I am running an AD with multiple OU's run by admins
within these OU's, I would like to force the OU admins
to put their machines into the correct ou. I have tried
blocking the computers OU (where they inevitably end up)
but does not to work. Is there anyway to automate this?

To clarify I am not worried about OU admins putting users
into other admins ou's. I don't want to have to keep
moving them manually to the correct OU.

You could prestage computer account for them in appropriate OU's and revoke
them the rights to create computers in default Computers container.
