Use the Task Scheduler. It has an option for "Boot Time"
and "Logon Time".

Two ways using XP:

-- Task Scheduler will do it.

-- XP will read autoexec.bat, if you set it to "check autoexec.bat", during
boot time. Then you can write whatever programs, even other batch files,
you want to run and call it all from autoexec.bat.

I forget where to turn on the "read autoexec.BAT during boot right now, so
if you can't find it, come on back and I'll search it down for you.
Or maybe someone else here will have the info for you.
