Automatically Accepting Meetings as "Busy"

Is there anyway to force all incoming meeting requests to a user to be
automatically added to their calendar and booked as busy? I have the
following settings:

Email Options->Tracking Options->Process requests and responses on arrival

Calendar Options->Resouce Scheduling->Automatically accept meeting requests
and process cancellations

If I am out of the office for an extended period of time, what is the
behavior of these settings on people who invite me to meetings?

It appears that after some period of time, these meetings get added to my
calendar as "Tentative". I would like them to be added to my calendar as
"Busy".

Managing one's calendar is always up to the individual, so no, you cannot
FORCE meetings to be accepted and marked as Busy. The best you can do is
hope that the invitees will place your meeting on the calendar as tentative
and then decline when they have a conflict.

I guess I didn't make myself clear. I would like MY personal calendar to
accept all meeting requests to immediately appear on MY calendar as busy
(unless the time is unavailble), and I would like for the email to either
disappear or get moved to another folder other than the Inbox. That way, if
I'm on vacation, my time will get booked up without any human intervention.

The settings you cited affect the running instance of Outlook. If Outlook is not running, nothing happens to your appointments.

Perhaps you should set up a delegate before you go on vacation?
