Automatic response to emails based on words in subject or body

I would like to respond automatically to people who request files and can't
automate the process. I'm sure it's simple, and I'm missing something.

Example: I receive an email that requests info on a project. If it contains
keywords 'send me' 'Dallas installation' and 'progress report' I would like
it to respond with a template that includes an attachment. i.e. one rule
would send the progress report on Dallas, another on Flagstaff installation
etc. The key is that in each it would formulate a response based on matching
words, and respond and automatically and attach the correct file based on
words in the message.

Possible or am I dreaming?

The rules wizard is what you need to use for this, but the details depend on your Outlook version and whether you're mailing with an Exchange account.

Some systems are running Outlook 2007, most are still on Outlook 2003 (all on
xp) . (still uncertain) I'm familiar with the rules wizard. However each
time I try to do it it won't allow me (or I don't know how) to select an
attachment or reply. There is the run a command line, but all options are
blank. It may be relevant that we are not using an internal mail server.
