Autoconfiguration IP Address 162.254.171.27

I need to change this IP address to type A. I can not change even I execute a
command of ipconfig /release. It always give me an autoconfiguration IP
address 169.254.171.27 and a subnet mask 255.255.0.0 This Ip address and
subnet mask can't connect to my network I have 3 machine running window xp
prof. Please help! thanks a lot..

The autoconfiguration address wasn't assigned by DHCP, so it can't be
released by "ipconfig".

Do you want to assign a static IP address? If so, go to the network
connection's TCP/IP properties and configure it.

Is there a DHCP server on your network that should assign an IP
address? If so, something is preventing your computer from
communicating with it the DHCP server. In that case, try the steps
