Autocomplete in IE changed behavior

I used to be able to save passwords for some websites. After typing the URL or clicking on a shortcut to the sites, the page would display with the User ID and Password already filled in (password box would display bold dots). All I had to do was click on the login button on the page or hit the Enter key and I would be able to log on to the site.

Now, the User ID is autofilled but the password is blank. If I retype the User ID (or just erase the last digit and re-type it) and tab to the password box, the password autofills.

I have deleted or cleared:
a.. all the temporary internet files including offline content stored locally
b.. all cookies
c.. all history
d.. all the forms and passwords in the Autocomplete option in IE
e.. all the boxes in the Autocomplet settings
Nothing seems to restore the Autocomplete function to the way it was, i.e. autocomplete both fileds.

Suggestions?

This fix applies to Outlook and other programs that store passwords
in the Protected Storage System Provider sub-branch of the Registry.
It also corrects some issues with Internet Explorer and Autocomplete.
