Auto Window Pop up on Startup

I've seen some windows Up Pro PC's, when they start up a window pops up,
saying hit "ctrl+alt+delete" then that brings up the login window. How can I
set up a some client PC's to start up this way. It seems to me when you just
have the basic login screen, and if any user does "ctrl+alt+del twice they
can use the Admin login without a password which isn't too secure to me.
With the popup window making you "ctrl+alt+del to login that makes that
backdoor admin login useless. Or am I even wrong about that, is there
another easy keystroke to bypass that login way too?

Any input, I'm sure will be useful, and much appreciated! We have a problem
with a simple office network with set user privileges, and some savvy PC
users which seem to have no problem getting around basic security measures.

If I understand you correctly?
You can, and should, boot up to the administrator account, and put a
password on it. That locks the back door.

Hi - If I understand this thread correctly, you are having problems with
some employees bypassing your (admittedly lax) security. You need to
tighten security by putting strong passwords on all appropriate
accounts and by the use of Group Policies. However, be aware that if
someone has physical access to a computer, then security can be
breached. This is a general computing rule and not only XP-related. So,
you need to sit down and think about your company security, what is
needed, and how to set things up. If your business is small and you
don't have an IT person, then hire an outside expert to come in and set
things up for you. For a small business, this won't be very expensive
or time-consuming. You can limit the expense of hiring outside help if
you clearly define your security objectives, what is necessary for the
company and how you do your work, etc. before the expert arrives.
