Auto update settings keep changing

While planning for the upcoming release of SP2, I checked Control
Panel/System/Automatic Updates and was surprised to see all the options
grayed out and a message "Windows Update Service is Unavailable." I ran
"services.msc" and verified that Automatic Updates was set to Automatic,
enabled and started. I rechecked Control Panel and saw that my options
were still grayed out, but when I checked again 30 minutes later, my
options were showing their proper settings. Now whenever I check my Auto
Update settings in Control Panel, they may or may not be on. How do I
correct this erratic behavior and set the options permanently?
