Try NOT auto-hiding it. Is it pulled up a notch or two from the monitor
baseline? Also, try moving it to the top of your monitor or to one of the
sides, toggling the auto-hide feature; then, once you're satisfied it's
working with the taskbar positioned elsewhere, move it back to the bottom of
your display.
(To move the taskbar: unlock it, press down BOTH mouse buttons and drag it
left-right-up or down. Typically, it won't move until you swipe it a second
time. But it'll cooperate once it's sure it's not responding to an accidental
swipe.)
Also: Using the Windows Key + D from within any application should take your
cursor to a "naked" desktop. If your taskbar is in "Auto-Hide" mode, one of
the behaviors of that keystroke combination is to force it down.
