Attachment sent cannot receipt by other

I am using Microsoft Outlook 2003. Often time, when I sent out a email with a
attachment, other only receipt the text message WITHOUT the attachment. But,
when I check on the Sent Item, it shows that attachment has been sent out
together with the text message.

Please advise me what to do. And how to know that the other has receipt the
attachment?

Did you check if the other person has a firewall/ filter setup that block
certain type of attachments?

Some companies filter suspecious attachments out of their mails.

Which type of attachments is normally consider as 'suspecious'? Is the
firewall judge my the file extension or the content or the filename?

Did I did notify if my attachment is consider 'suspecious'?

What should I do in order all my attachment can be 'safely' receipt ?
