Attachment Menu Item is Grayed Out on Newly Created Form

I designed a form in Outlook 2002 with specific field that I want to send as
a message. The message body contains all the riight fields, however,
whenever the form is opened to be edited and sent, the attachment menu itme
is grayed out and there is not paperclip icon on the menu bar. I attempted
to reset my toolbars and even tried customizing them, but all for nought.
Can someone please tell me how to ensure the icon shows up on the menu of the
form so that a user can add an attachment to the message?

Add the Message field from the Field Chooser back to the form. You can't add
attachments without it.

After adding is back, how do you prevent it from maximizing on top of the
other parts of the form. I added it, but if I click Visible "off", I don't
see the attachment paperclip. If I click Visible "on", I see the paperclip
and voting button, but the message area expands to the whole screen. Resize
with screen is off.

You should be able to resize it in design mode.
